Activity Updates
icon ENGINEERING MILESTONES: Ongoing engineering studies continued across major project features, incorporating refined technical inputs and refinement evaluation to support both design development and the next phase of schedule and cost work.
icon DESIGN ADVANCEMENT: Continued work on the Basis of Design Report (BODR), advancing the project from approximately 10% to 25% design maturity to improve constructability and reduce uncertainty, and positioning the program to support an updated cost estimate.
icon COST ESTIMATE: Work is progressing toward a defensible Class III cost estimate targeted for early 2027, aligned with the BODR and strengthened by planned technical reviews and a more detailed schedule focus.
icon CPOD PROGRESS: Continued support to DWR for Change in Point of Diversion hearings, with opening statements and initial hearing presentations complete, proponent rebuttal hearings will start February 20.
icon ENVIRONMENTAL COMPLIANCE: The Final Environmental Impact Statement was published by the US Army Corps of Engineers in November. Coordination under the Endangered Species Act is ongoing, with the biological opinion from the U.S. Fish and Wildlife Service expected by February 12 and the biological opinion from the National Marine Fisheries Service in the near future. Delta Stewardship Council hearings are scheduled for February 26-27 on appeals to DWR’s Delta Plan consistency certification.

Work to Advance the DCP

As the Delta Conveyance Project (DCP) advances, DCA is applying the Envision Sustainable Infrastructure Rating System developed by the Institute for Sustainable Infrastructure (ISI) as a performance assessment tool.

Early evaluations are positive. Using current planning and design, the DCP would earn at least 25 percent of total points under the framework which exceeds the minimum threshold for an award, as shown in the diagram. This score reflects foundational sustainability measures already built into the project, like the Final Environmental Impact Report (FEIR) commitment to divert half of construction waste materials from landfills.

As the Basis of Design Report (BODR) progresses and more sustainability practices are considered feasible, the project could earn more points to reach higher award levels. The team will continue to identify new sustainability opportunities as the project moves into future phases.

Using Envision as a benchmarking tool has informed where sustainability can be more intentionally incorporated into the project. One example is lighting. As a result of this evaluation, DCA plans to require all non-safety-related lighting to meet backlight, uplight, and glare (BUG) standards, helping to minimize light pollution.

DCA is also developing a programmatic sustainability plan that will establish preliminary baselines and targets and provide a consistent framework for tracking and reporting sustainability performance over time.

While the project is not pursuing formal ISI verification, and therefore does not incur certification-related costs, Envision remains a valuable tool for guiding decisions. More information on DCA’s sustainability approach can be found here.

Industry Day
DCA will host an Industry Day on March 2 ahead of releasing an RFQ for Programmatic Geotechnical Exploration & Reporting services later this spring.
