ADVANCING PROJECT ENGINEERING: Programmatic geotechnical investigations have restarted for 2026 after the trial court removed the preliminary injunction on geotechnical work in March. The investigations will support ongoing engineering analyses and preparations for transition into final design.

PROJECT DESIGN & COST: Work on the Basis of Design Report (BODR) and Class 3 cost estimate progresses, refining project design and construction planning.

ENVIRONMENTAL AND PERMITTING PROGRESS: Federal agencies issued Biological Opinions, completing the Endangered Species Act (ESA) review for project construction activities. The Delta Stewardship Council (DSC) denied all but two appeals of DWR’s Certification of Consistency with the Delta Plan, remanding issues related to potential golden mussel habitat and the Sacramento Area Sewer District’s Harvest Water Program for additional clarification. |

WATER RIGHTS UPDATE: Change in Point of Diversion (CPOD) hearings remain on schedule, with protestants’ rebuttal hearings in June and DWR sur-rebuttal planned for August. Following completion of the hearing process, the State Water Resources Control Board will consider the evidentiary record and issue a decision on the petition.

BOND VALIDATION: The California Supreme Court declined to review the Third District Court of Appeal’s decision related to DWR’s 2020 bond validation proceedings. In May, DWR also dismissed its 2025 validation action. DWR continues to evaluate next steps and still plans to issue bonds to finance the project under its existing statutory authority. |

| Advancing Delta Conveyance Through Engineering and Transparency |

DCA Executive Director Graham Bradner recently authored a Maven's Notebook commentary explaining the project's prior cost estimate and why it was appropriate for that stage of design. The piece also highlights DCA’s commitment to transparency, noting that DCA “has gone above and beyond standard industry practices for the design of public infrastructure projects” by making technical work and assumptions publicly accessible. DCA has launched geotechnical field work activities, advancing preconstruction explorations that will support engineering analyses and future design development for the Delta Conveyance Project. The work will collect detailed subsurface information on soil composition, groundwater conditions and geologic characteristics throughout the project corridor.
The program builds on 185 explorations and more than 33,000 feet of subsurface investigations completed since 2020.
Safety, environmental compliance and stakeholder coordination are central to the field program. DCA and DWR recently conducted joint field readiness and safety training covering environmental awareness, tribal cultural resources, public interaction protocols and health and safety requirements.
The field program also includes extensive environmental compliance and landowner coordination measures. Prior to drilling, teams complete site surveys and notifications, while digital tracking tools document communications, compliance requirements and field conditions in real time. DCA has also implemented a detailed Operation Readiness Review process to verify environmental, permitting and safety requirements before work begins at each site.

DCA has upgraded the Document Library on the project website, making it easier for the public, stakeholders and agency partners to access project materials and technical information. The refresh includes improved search and browsing tools, clearer organization and expanded filtering options to help users find reports and meeting materials more easily.
The upgraded library reflects DCA's ongoing commitment to transparency and public access as engineering, permitting and environmental review continue.
