Executive Director

Brian has served as the Executive Director for the Delta Conveyance Finance Authority since the Authority’s inception in July 2018. He has over thirty years in the public sector, including serving asthe Assistant General Manager and Chief Financial Officer for the Metropolitan Water District of Southern California for over a decade and was also the Chief Financial Officer for the Las Vegas Valley Water District and Southern Nevada Water Authority.

Upon retiring from Metropolitan, Brian joined Public Financial Management, Inc. (PFM), the nation’s largest independent municipal advisor, in 2011 as a Managing Director in the Los Angeles office. While a managing director at PFM, Brian led most of PFM’s water and wastewater engagements in California and the southwest. Brian’s clients included Eastern Municipal Water District, Moulton Niguel Water District, City of Riverside Public Utilities Department, Los Angeles Department of Water & Power, Southern Nevada Water Authority, Las Vegas Valley Water District, Coachella Valley Water District, the Board of Water Supply in Honolulu, Inland Empire Utilities Agency, and Contra Costa Water District. Brian has also provided consulting services to the Water Research Foundation. Brian continues to provide consulting and financial advisory services for water and wastewater agencies in California on a part-time basis through PFM.

Brian has advised on well over $3 billion of transactions, including fixed and variable rate debt, as well as State Revolving Loans and loans through the EPA’s WIFIA program. He has helped his clientsissue revenue bonds, tax allocation bonds, general obligation bonds, improvement district bonds, variable rate bonds (including extendible commercial paper and SIFMA index bonds), Certificates of Participation and almost $1 billion of commercial paper programs. He has also assisted many of his clients as they develop long range finance plans, capital improvement programs, rates and charges, and budgets.

Brian is a frequent speaker at industry conferences and received a Bachelor of Science in Biology and a Bachelor of Science in Economics from California State Polytechnic University, Pomona. He also has a Master’s degree and a Ph.D. in Economics from the University of California, Riverside.
