Igor Cosic

Program Controls Manager
Igor Cosic is a structural and civil engineer with more than 25 years of experience in the construction industry, spanning contracting, supervision, consulting, and project delivery. He holds a Bachelor’s degree in Structural and Civil Engineering and a Master’s degree in Construction Technology.
Throughout his career, Igor has gained extensive international experience working in Serbia, the United Arab Emirates, Mexico, and the United States. His portfolio includes major airport, infrastructure, industrial, and commercial development programs and projects. He has held leadership and technical roles across project management, construction management, construction supervision, and project controls, serving as a contractor, engineer, and client representative.
Most recently, Igor served as the Senior Project Controls Manager and Head of Project Controls for the City of Houston’s Houston Airport System (HAS) Infrastructure Division, where he led project controls functions supporting major aviation capital improvement programs.
As the Program Controls Manager, Igor’s priorities will be to help the DCA plan, prepare and further develop the project controls infrastructure necessary to support future phases of the DCP.
