Ashley Partida

Human Resources Manager

Ashley serves as the Human Resources Manager for the DCA, overseeing the development and implementation of Human Capital Management strategies in support of the Delta Conveyance Project efforts. 

Ashley has provided human resources leadership, labor relations expertise, and personnel management services to public sector organizations for almost 20 years.  She brings extensive experience managing complex and sensitive personnel matters while maintaining collaborative and effective working relationships with executive leadership, managers, employees, and represented labor groups. Her experience includes labor negotiations, arbitration and administrative hearings, development and implementation of personnel policies and procedures, and resolving high-risk employee relations issues in highly regulated environments.  

In addition, Ashley brings strong expertise across core human resources functions, including recruitment and selection, classification and compensation, benefits administration, training and organizational development, workplace health and safety, and compliance with state and federal employment laws.   

Prior to joining the Delta Conveyance Authority (DCA) in December 2025, Ashley served as Director of Human Resources for the Superior Court of California, County of Sacramento. Earlier in her career, she held varying human resources and labor relations positions with the Sacramento Superior Court, the City of Sacramento, and the City of Yuba City.  

Ashley holds a Master of Business Administration and a Bachelor of Science in Business Administration. She earned a Human Resources Management Certificate from California State University, Sacramento.
